Are your children dying for a dog but you can’t afford to feed and vet one?  Why not find a no-kill animal shelter and volunteer.  That way when your finances improve your family will know how much work a pet is and whether or not they really want to commit to one.  The shelters need help taking care of their charges so it’s an affordable win/win solution.

If you have had pets before, another option would be to find a rescue group for your favorite breed.  Sometimes they need temporary homes to hold dogs until more permanent ones can be found.  You might be able to work out a deal where you don’t have to pay any vet bills, just feed, care and socializing.  The downsize is your dogs may come and go, but you would know they were going to a good home.
